Typhoon 3 warning

So everywhere we go there are signs warning of a typhoon 3. The scale goes 1,3 and then 8, with 8 being stay indoors and away from glass windows.... No mention of the scale between 3 and 8 though! It's peeing down and has been all day, so what are we going to do- head into the ferry and do the harbour tour for an hour... Great!!! On a boat in the rain can it get any better than this??? Yep Phil wants to go up the observation tower as well in the rain.... Hummmm
